"The global economic crisis will continue, even if Germany and France had some good figures in the second quarter," Strauss-Kahn was quoted as saying in an advance copy of an article to be published in Der Spiegel on Sunday. Strauss-Kahn said he wanted to see more action from nations to curb bankers' pay and tighten capital requirements in the banking sector. "It is right to say that not enough has happened. I hope the Group of 20 meeting in Pittsburgh will bring new momentum," he said. Leaders of the G20 meet later this month to try to agree on measures to help stop a repeat of the financial crisis. Strauss-Kahn said the lesson of the financial crisis was that the market economy needed rules to function. "Without new rules, there will be a return to the old behavior," he said. Governments needed to develop 'exit strategies' from the stimulus packages introduced to boost economies, said Strauss-Kahn, adding, however, that it was dangerous to think the crisis was already over. "We need such "exit strategies." We are working on them, but I would disagree with any .... demand to think about implementing them now," he said. Asked by the magazine how liquidity that had been pumped onto the markets would be withdrawn, Strauss-Kahn said a combination of higher interest rates and ending direct intervention of central banks would be needed. He also said the IMF had sufficient resources for now but that if the body were to take on additional responsibilities to coordinate a financial safety net for countries in financial difficulty, it would need a further financial boost. Facial tissues are a type of disposable paper product that commonly is used for blowing the nose or sometimes for removing makeup from the skin. It's typically softer than toilet tissue and less degradable. These are very absorbent and are sometimes impregnated with extra lotion to make them even softer so that a person with a cold, for example, who needs to wipe their nose repeatedly will not make the irritation of the skin around the nose and the nasal membranes even worse. Three factors usually are the main selling points for one brand over another. The first is absorbency. Facial tissue that is designed in such a way as to increase the amount of surface area that's available for absorption is more desirable than than flat surface tissue. Absorbency can be increased by quilting or embossing the tissue, or by using material that has a higher ability to attract moisture. Of course, raw materials costs and processing costs can quickly cause disposable facial tissues to be more costly than cloth handkerchiefs, particularly if the person does their own laundry as opposed to sending it out to a laundry service. The second factor that is promoted by companies is the softness. Anyone suffering from a cold will recognize that using a soft facial tissue is more preferable to using one that is harsher. Since facial tissues and toilet paper are very similar in composition, sometimes toilet paper is substituted for facial tissues. The problem with this mode of operation is that toilet tissue is designed to deteriorate in water very rapidly, so the nasal secretions are not captured as readily as with a soft facial tissue. Some companies use aloe, creams, lotions or other products on thefacial tissue product in order to increase the sensation of softness. A third important factor in the marketability offacial tissue brands is the convenience. There are a limited number of ways in which these can be conveniently dispensed. Generally, the tissues are dispensed from a cube shaped box, or from an elongated rectangular box. Thetissues are interfolded so that removing one tissue from the box bring up the next in a way that it can be easily grasped. This makes a facial tissue dispenser a handy item to have by a bathroom sink, make-up table, nightstand, or near the baby's changing table. A moist version of facial tissues, often called baby wipes is also marketed, although this is a somewhat sturdier version of the tissue to avoid deterioration within the container. It's pre-moistened with a gentle cleanser and is great for clean up when the diaper is changed. Another feature that is added as a marketing techniques is color so that the tissues can be color coordinated with room colors or can be purchased in a favorite hue. These tend to be soft pastels. US Must Lead the Climate Battle by Example

The US' policy shift on climate change will push the world on the green path. The US House passed the energy and climate bill - known as the American Clean Energy and Security Act (ACES Act) - two weeks ago. It is seen as the US' first step toward addressing the problem of climate change. Even Americans say that if their country wants to be the world leader in the fight against global warming, it needs to walk the walk. The US generates a disproportionate amount of greenhouse gases (GHGs) that aggravate climate change. The change in the US climate change policy came about after Barack Obama took over as the president. Obama's action deserves special credit because he inherited what environmentalists consider a disastrous US climate policy. In fact, the US is the only industrialized country not to have ratified the Kyoto Protocol. The treaty, negotiated in 1997, came into force in 2005 and would expire in 2012. This protocol is a legally binding agreement under which industrialized countries are required to reduce their collective GHG emissions by 5.2 percent, taking 1990 as the base year. The goal is to lower overall GHG emissions calculated as an average five years from 2008 to 2012. National targets, for example, range from 8 percent cuts for the European Union, 7 percent for the US and 6 percent for Japan. Most of the industrialized nations support the Kyoto Protocol with the only notable exception being the US. Even before negotiations on the treaty began, the US Senate passed a resolution saying the US should not sign any protocol that failed to include binding targets and timetables for developing and developed countries both. Otherwise, that "would result in serious harm to the economy of the US". In 2007 a US report commissioned by the Washington-based National Environmental Trust showed some individual states in the US created more pollution than many developing countries put together. Till Obama was sworn in as the US president, leaders from the rest of the world were deliberating on what their countries should do beyond the Kyoto Protocol. But the new US administration has now swung into action, and seems eager to lead the battle against climate change. And the world is waiting for the US, though a late-comer, to lead by example. The ACES Act aims to cap GHG emissions at 17 percent below the 2005 level by 2020, and increase its targets through 2050. The Europeans have pledged a 20 percent reduction from a much earlier base year, which will require much more aggressive cuts. At the core of the ACES Act is its "cap-and-trade" provision for carbon emissions. Businesses would have to pay for permits for every ton of carbon they emit. High polluters, such as coal-powered electricity plants, could buy carbon credit from low polluters. This part of the US bill has made many Americans, especially energy-intensive plant owners, uneasy. And provisions supposed to offset their competitiveness concerns have made the US domestic legislation an international issue. At the congressional hearings last week, Mississippi Governor Haley Barbour discussed the cap and trade tax, the renewable electricity standard and the tax increase proposed for the oil and gas industry. "These increased energy costs will hit small businesses hard and will particularly hurt energy-intensive industries like manufacturing or computer processing," the Mississippi governor said. "These energy policies would cause electricity rate to increase, which would make their US generators non-competitive compared to facilities in China, India, Brazil or Russia." There are fears that the US could see many of its industries move to other countries with lesser or no curbs on GHG emissions, making a possibility called "carbon leakage" a reality. The cap and trade regime scares Barbour. "There is nothing to stop a large government like China from investing heavily in carbon emission permits instead of US Treasuries," he said. That could result in US-based industries being unable to buy those permits, he said. Or they would be forced to pay much higher prices for them, which in turn could make American businesses even more non-competitive against Chinese manufacturers. Dan DiMicco, CEO of the largest US steel manufacturer Nucor Steel, said the cap and trade tax could force his company to close its US-based plant and shift production to China. The ACES Act requires "international reserve allowances" for energy-intensive imports from 2020 unless a new international agreement meeting the bill's objectives comes into force. US scholars and industries have come up with some strategies. One of them is to equalize GHG-related costs for US and other emitters by imposing a cost or other requirement on energy-intensive imports from countries with weaker or no GHG constraints. Imagine a scenario in which these provisions look sensible and applicable. Every country would be eligible to impose taxes on imports based on their own domestic bills. And that would suit the US as the largest GHG emitter. The developing countries, including China, are seeking time to catch up. It is not their ruse for emitting more pollutants. Admittedly, China is as big a GHG emitter as the US. Yet it would be incorrect to accuse it of not doing anything on climate change. China's per capita emission is still a fifth of the US'. Its cumulative per capita emission from 1960 to 2005 is less than one-tenth of the US', according to the Washington-based think tank Center for American Progress. China is already making progress on the low-carbon economy front, laying the foundation for clean-energy jobs and innovations. Climate Group ranked it second in the world in 2007 in terms of absolute funds invested in renewable energy. In actual terms, China spent $12 billion, behind just Germany's $14 billion. These investments have placed China among the world leaders in solar, wind, electric vehicles and grid technologies. The developments do not mean that China's emissions are not rising. The country can surely do more to fight climate change. But the fact is that it has decided to act even though its per capita GHG emission level, both historical and current, is a fraction of the US'. And China will take more steps to fight climate change for the sake of its national security and economic prosperity. But it is waiting, along with the rest of the world, to see how the US plays out its role in the battle against climate change. Source:China Daily

Beijing to Have More Garbage Facilities

Beijing will build or renovate more than 40 garbage disposal plants by 2015 to meet the growing amount of waste generated in the capital, authorities said yesterday. The projects include five domestic waste incineration plants, five kitchen waste disposal plants and eight domestic waste comprehensive treatment plants, according to the government report. Vice-Mayor Huang Wei will deliver the report tomorrow at an ongoing session of the standing committee of the Beijing municipal people's congress. The new and improved facilities are expected to handle 30,000 tons of garbage a day, the report said. "Beijing is facing a grave challenge in treating its garbage," the report said. The volume of waste generated by the city increases 8 percent every year, with last year's number standing at 18,000 tons of domestic trash on average per day. The number is expected to reach 25,000 tons in 2012 and 30,000 tons in 2015. The capital's 23 domestic garbage treatment facilities are capable of processing 10,400 tons of waste a day, but in reality, the facilities are handling more than 17,400 tons of trash per day. Since the garbage facilities are working beyond their capacity, the life of each processing plant will likely be cut in half, the report said. "With rapid urbanization, industrialization and modernization, the city's urgent task is to enhance full-scale garbage treatment and recycling work," the report said. Another challenge is the shortage of garbage incineration facilities. Most developed countries choose incineration instead of landfill. For example, more than 90 percent of the garbage in Japan is incinerated. In Shanghai, 15 percent of its garbage is incinerated, and in Shenzhen, 40 percent is burned. By contrast, in Beijing only 2 percent of domestic garbage is incinerated and more than 90 percent goes to landfills. "Landfills not only require a number of land areas each year, they also add new difficulties due to the control of sites' pollution," the report said. Biotreatment is another method of treating garbage, in which certain garbage materials are transformed into fertilizer. City officials would like to increase the amount of trash that is biotreated. According to the report, the new facilities will enormously increase Beijing's garbage incineration capacity. The proportion of incineration, bio-treatment and landfill will reach 2:3:5 in 2012 and 4:3:3 in 2015. Zhao Yi, deputy director general with the urban construction and environment protection committee of the congress, said: "Garbage incineration technologies have become very mature after years of development. A river of green ran through Lower Downtown Denver Sunday morning, as 5,500 runners participated in the annual Runnin' of the Green. "This is our first time doing this race, but it seems like it's the funnest one so far," she said. "Go green or go home!" While everyone was having a great time in the run, it also helps a serious cause. The money raised at Sunday's event goes to the Volunteers of America Meals on Wheels program, where each runner's registration fee can feed a senior for two weeks. "We have 300 seniors on our wait list today, and with the economic downturn we are seeing more and more," Heather Spencer, with Volunteers of America, said. "Even though folks are here today partying and having a blast, all this money goes to a really vital part of our community."
